You would expect a game like Football Manager 2023 to have very minimal requirements, and it does. Here are the specs recommended by the developers.

You would have to go out of your way to find a system that cannot run this game these days. Intel Core 2 processors were popular in the 2000s and cannot compare to modern processors at all.
